Thanks for sharing your experience with CPD. This happened nearly two decades ago and it is apparent that not much has changed with CPD. They are still under a Consent Decree from the Obama Justice Department and they have not complied with most of the recommendations. The past two Superintendents came from the Rank and File, and the Police Union do not appear to want to take corrective action. The Superintendent wants to keep officers with many Excessive Force complaints on the their record even when COPA advises that they should be fired. As we can see, 20 years and still not much have changed with CPD.
Wow what a story. I recall you telling me this on the phone but I didn’t know the details. I can’t believe your friend ran and didn’t get killed. I’m glad you guys are still best friends.
Thanks for sharing. I know that the time that my family member did in prison was an eye opening experience. I’ll never forget how he cried at having witnessed them beating a mentally ill man because he wouldn’t take a shower. Or the abuse that was perpetrated on him by a doctor in Statesville. Or the frightening ride from Statesville to unknown destination that he had to bear for hours and hours with out having a bathroom break. I've heard you verbally reference this incident a few times over the years. Until you see this stuff first hand, you can't imagine it exists. I remember in 1991, watching the video of the Rodney King beatdown by L.A. cops for the first time on mainstream media national network television. I sat with about 25 homeless men at the McKinely Presbyterian Men's Emergency Shelter. While I was shocked, for the others there was laughter at the video. "That happened to me in Schaumberg!" "That happened to me in Carbondale!" "That happened to me in Bloomington!"

The police unions protect “ bad cops” and the last couple of Superintendents have come from the Rank and file. They then protect fellow officers who have multiple write ups for excessive force complaints and shield them from being fired when COPA recommends so. CPD is under a Consent Decree from the Justice Department for improper conduct standard from the Obama Justice Department but not much has been changed. So the Status Quo continues on….
